The Gudersnipe Foundation has 1024 "Commissioners" who appoint the regional commanders throught the [[Foundation} and joint space. These Commissioners are appointed for life, and are tasked souly with determining who is put in charge of where. Officially the commissioners have to be involved in anything that would put someone in charge of mroe than one solar system, but they tend to deligate where prudent.
